Noise Wall Design Meetings

These are the dates for the public feedback meetings regarding the proposed "full" and "2015" builds of the 5 metre high Metrolinx "noise walls". Junction Triangle is highlighted below and if you cannot make it or would like to respond there is info at the bottom. These designs were completed for Metrolinx with a smattering of local feedback in a very short period of time.

"Full build" means that they basically put a 5 metre wall along the entire corridor, based on the projected noise that may not happen before or after electrification or before rail demand to go to Milton Etc is reached 40 years from now.

"2015 build" means only putting up walls where the Ministry has deemed that they are needed for the Airport link in 2015 of which zero athletes will use. (They will be taking the bus.)

Here are a few points to keep in mind before you attend this public meeting:

You may ask Metrolinx to do real world sound studies to determine the need for these walls instead of relying (as always) on"projections". You might ask why every rail system in the world says electric trains are quieter but Metrolinx.

You may suggest that they only build what is required for 2015 and lets wait and hear what happens as deamnd in the corridor increases, if it does.

You may reject the projections of sound wall needs out of hand.

You may reject the designs from Metrolinx out of hand and suggest other ideas.

You may ask Metrolinx to abide by a community based process for assessing the need and design of these walls lead by our Councillors and our Officer of Health.

Do not be fooled by what the choices are. YOU have the power to shape and changes if you wish to by saying that your frame of reference is different. That would be like saying Metrolinx is the only transit authority in the world building 2 stops with diesel with out of country trains while the world is building lots of stops to serve their folks with Canadian Bombardier electric trains. Metrolinx's frame of reference doesnt have to be ours. It certainly isnt the same as leading transit operators all over the world.

For those who live really close to the tracks your frame of reference is different too so speak up and it is unlikely that anybody would disagree with your need to protect yourself from the noise of diesel trains. But you still get a say in how good those walls can be and look. And you still have the right to ask, will electric trains negate the ned for a wall in my backyard?

At each meeting we’ll showcase the design concepts for the entire corridor as well as pay specific attention to noise wall designs in the areas listed above.
The format will allow participants to drop in and explore the exhibition and give feedback or, stay and also view the presentation and pose questions publicly (or both).
(I will send around the agenda once it’s finalized, which will provide more information about the format)

As we discussed at our last meeting the updated designs will be shared with you before the public meetings.
We expect to receive them in the next week or two at which point we will pass them along for your reference and also post them online.

As part of our commitment to ensure that the public meetings are well attended, we are:

1) Hand delivering the attached flyer and doing targeted outreach to residents who live along the corridor.
2) Placing an advertisement in local newspapers, which will run in late August.
3) Canada Post delivery of approximately 70,000 newsletters along the corridor between the last week of August and the first week of September.
4) We will also use our website and twitter to promote the meetings and will work with local community groups and key public venues to put up posters (also attached).

We hope and expect you will also share the information among your neighbours and put the posters up at locations in your neighbourhood. I can provide the colour copies, just give me a call to arrange pick-up/delivery.

Thank you for all of your feedback and support throughout the process so far. I’m personally looking very forward to this part of the process!
